Do You Put All New Hires To Work?

There is very little info on this to be found so I decided to ask about it. I know you should always hire all new employees as that brings down the individual cost, but is it best to train all employees to professionals and hire managers for them or is it best to hire X percent and retire some? I recently retired almost half of mine but still have 15,000 recruits. My SP right now is only 63 million so moving all of them up would cost me more than 1.2 million in wages. Does the increase you get through bonuses outweigh the cost of moving thousands of employees up and paying higher wages?
